Where is the plugin?

I installed Metro Buttons plugin, and it shows as activated in the plugins directory, but I don’t see it under the dashboard categories, or when I go to a page and edit,I don’t see anything resembling Metro Buttons plugin or any options to insert a tile button into one of my pages, good grief!
What am I doing wrong? With all due respect if it turns out that this has to be programmed at my host server, why is there no specific instructions or step by step provided?
We are all not programmers and it is irritating that a lot of plugin providers don’t provide enough information and make assumptions that we all know what the heck we are doing. :):) I thought this was supposed to be easy? ?? My mother always taught me to never assume, yet so many do. ??
I can’t provide a cup of coffee for lack of information and/or specifics. I appreciate your help. I’ll be more than happy to provide a few cups of coffee for clear and concise information, and that you add clarity to your plugin write up so others don’t get confused as well. Best Regards.
