Limit JS and CSS to certain pages

How much trouble would it be to implement a ‘performance optimization’ section into the settings menu? The goal would be to limit JS and CSS loading to only certain pages in lieu of site wide.
Maybe something like:
JS included on page IDs – 1,2,3
JS excluded on page IDs – 4,5,6CSS included on page IDs – 1,2,3
CSS excluded on page IDs – 4,5,6
