List users who have clicked a link

Hi, I’m trying to figure out a couple things and would appreciate any suggestions or guidance. What would be the best way to require users to be registered on my site to download a pdf document and then list those users and their meta data on that page once they have downloaded it?
Any suggestions appreciated. Thanks!
