Does Easy Digital Download allow Buyers to rate Seller?

I will like to know if front-end submission sellers’ [services and products] can be rated by those who buy from them?

Does this add on also allow sellers to add affiliates?

Can sellers create their adverts on site or do they have to create it locally then upload to site?
