Theme (or plugin) that lets you send a mass email when user hits searcb?

I would like to have a very simple home page with a few search boxes that pre-qualify the lead (e.g. location, price, timeframe). When users hits “Find”, an email will be automatically sent to those providers who signed up and satisfy those criteria.
