No user role assignable

Hi,

I have a problem with the roles and user rights.
The inital problem was, that neither the admin itself nor a user with role “Administrator” was able to publish something because they could only submit it for revision.
I encountered this problem a while ago and it seemed that this was due to backup plugins that influenced the user rights and I removed them.
Now I saw still an admin role from WPackup plugin and removed that.
But still no user was able to publish something.
Additionally I installed the plugin “User Role Editor”, created a “New Admin” and assigned this to my user with the final result that this user has now no role and I’m not able to assign any of the existing roles to this user.

Is there any possibility to reset the user rights or edit a table?
