User Login for website user with custom php

i have requirement from client to create user for only website login not wp-login.
user can registration into website and then can login website and view same additional menu and add news/ event.
but all user could be login into website not wp-login . wp-login use only administrative level .
How could i do it without plugins with custom php. Need to know details an urgently
