    Jetpack Mechanic ??

Before to be able to access the module settings, you’ll need to connect Jetpack to your WordPress.com account, or activate Jetpack’s development mode.

Jetpack’s development mode, however, only allows you to enable features that do not require a connection to WordPress.com servers. Jetpack Comments do require a connection to WordPress.com, so you won’t be able to use that module on your local installation of WordPress.

    I hope this helps.
