Custom Dashboard

What I need seems simple(with the right knowledge). I would love it if someone could help me customize the dashboard for ALL users except myself, the admin. All they need to see is a simple webpage that has an option to change email, password, and default photo.

I’m creating a simple blog. All users would be able to do is comment. Their accounts would have no other purpose whatsoever.

Someone please help me. I know very little php and even less about coding wordpress. I’m desperate. Someone please, please, help me.
