Unable to enable TinyMCE in comment box

I am running WordPress 3.9.2. Though there are plenty of discussion on enabling TinyMCE in comment box, ones which I found did not work flawlessly. The closes one which I could find is at sumtips. But, it creates a weird problem. When I load a static page, the text of the page automatically gets loaded inside the “Leave a Reply” comment box. Please have a look of the screenshot to understand the problem better. Can anyone please provide a fix for it?
