HTML Anchor tags

I’m trying to add anchor tags to make a clickable table of contents..

I have a bold heading before each section. I add the anchor just before the bold heading. When I click the link, I’m taken to that section. Problem is, it starts just after the bold heading, and the bold heading gets cut off at the top. I’m lost as to what to do – feel like I’ve tried everything. Thanks.
