Can I make the slider 'stick' to my border for phone/tablet

Is there anyway to actually “stick” the green border above my image slider to my slider when it is resized for tablet or phone?

It just moved down and then I get a large white space above it.

Also when I resize it for table and phone the transparent caption on the slider moves up above the slider image.
