Taxonomy ordering is reset after deactivating the plugin

How exactly does the terms ordering work? Isn’t a permanent change supposed to be made in the database?
I set the taxonomy terms order using the drag and drop facility, but after deactivating, the old order is restored.
I expected to activate the plugin only when I actually needed to change the ordering.
Could you please explain? Thanks!
