Fatal error message

    In brief, had to change the localhost to the info provided by my host (ip address) to get it to run. Now I;m getting the following error message:-

    Fatal error: Call to undefined function: is_blog_installed() in D:\hshome\account info\wordpress\wp-settings.php on line 142

    Any ideas on this one please?
