Looking to create clickable icons

    I have been asked to create a website for a friend who runs a business. She wants to have clickable images on a static page that can be clickable and takes you to another static page on the website explaining more about that particular topic.
    Can anyone suggest how I can set this up either by a plugin or how to do it without one?
