Photo contest potential improvements

I am running a non-profit Photo Club on the Internet at https://www.clubphotoblainville.com.
I am using WP Photo Album for photo contests.
The rules are the following:
? Each contest has a start date and end date for photo upload;
? Only one photo per user per contest could be upload;
? Voting period starts only after the end of the upload period and span for a limited period only;
? After the voting period is over, it is forbidden to upload or vote for a picture;
? Only one vote per user.
Currently, WP photo album, does not really support this.
I understand the following would help tremendously:
For each album I would need:
? Start and end date for photo upload;
? Start and end date for voting;
? A per user check mark, and associated functionality, under the Album Admin – Upload Limit [Qty] [period]
Alternatively, should the Table VII-B 5. Upload limit “Per Month” be interpreted as the change in the month number, it would help a lot manage the process.
