wp-config.php does not contain define('WPLANG', '');)

At the top of the page it shows the following:

“You must add to the file wp-config.php (after the define(‘WPLANG’, ”);) the line of code: define(‘WP_CACHE’, true);.

You must save the options since some files must be updated.”

My wp-config.php does not contain define(‘WPLANG’, ”);)

I assume that I should add define(‘WP_CACHE’, true);. near the bottom of the defines, but I am a WordPress newbie and would appreciate you confirming that.
