DONOTCACHEPAGE define – prevent .html files?

When the DONOTCACHEPAGE define is set, does it prevent .html files (with .htaccess code in place) from being created — or does this only work in PHP mode?
Also, is it possible to get a super cache plugin included with future versions of this plugin?
