I studied your request and i decided to add an option in the next version that will do the following if it is set:

Wherever at the frontend an album is created ( on the upload widget, the upload box, on an album cover etc. ) the parent of the album will be that what is set in Table IX-D7: Default parent. So, the parent will always be the default, and when the default is set to —none— it will be a top-level album. This rule will not apply to administrators, they have the power to do anything.

When this is available ( in a few days max, i can supply you a pre-release to test it out if you like, just ask me by e-mail: opajaap at opajaap dot nl ), you can simply add this shortcode at the top of the page:
[wppa type="upload"][/wppa] or add the upload widget with default settings.
They will be able to create only top-level albums and upload to their own albums only, provided you follow the next recommendations:

    Set Table VII-B1, B1.1, B2, B3.1, B3.2 ( optional B3.3 ), B7 ( moderation )
    Set Table VII-C1, C2, C3
Set Table VII-D1 ( so they can upload to their own albums only ), D7 ( because they can not delete )

Unset Table VII-D2 ( so they can not edit/delete ) Important!
Unset Table VII-A under Album Admin ( this would give them too much rights!! )

You can restrict upload here further: Table VII-B5, IX-D12, VII-B10

    Hope this helps…

Fixed 5.4.21: Table IX-D7.2: Default parent always. For non-administrators: creating an album at the frontend will always set the parent to the default parent.
