Change Icon to Redirect to Login/Register Page

I’m totally new to wordpress, but up to this point I’ve been ok. Right now I’m about to pull my hair out. Here is my issue:

If you look over to the top right of the site there is an icon that is for featured stories, instead of using it for featured blogs, I want to redirect it to the login page https://www.oracledbagirl.com/wp-login, so that people can register. I also want to change the tab text from featured story to Register/Login, can you all help me, help me, help me please.
