Still trying to figure out how to reorder link categories

I’ve read just about every post on here that even vaguely alludes to the subject, but I still can’t seem to find a straight forward answer as to how to specify the order of the link categories in a way other than alphabetical. I have everything on my blog the way I want it except for that. The few plugins I’ve found don’t seem to work. Any help would be greatly appreciated.
