403 forbidden error

Hello,
My site isn’t displaying for me, and is showing a 403 forbidden error. When I go to it on my phone using the mobile network, I can access it just fine. But, I can’t get to it from any computer in my home. Because of that, I’m assuming that it’s got something to do with this plugin. I saw the tutorial about how to get past 404 errors, and I went into mysql. There were 5 entries in the lockout table, and I deleted them all, but still can’t get to the site. Also, when I took another look at the sql lockout table after clearing and attempting, there was not a new entry. Does anyone know what the issue could be, please?
