Tax not added for guests..

I found how to allow a customer to move to paypal without entering an address. Once in paypal and entering the zip code “calculate tax and shipping”, it only shows the shipping, but not tax if the person is in our tax zone (CA). Is this a paypal issue?

Is the only way to properly let someone check out as a guest, is to collect their address on the checkout page?
