Smooth Scrolling to Anchors in Additional Settings

I have put contact forms on a page with a flashy parallax effect. Currently, I have the submit button of my contact form redirect down to an html anchor on the bottom of the same page, where a second form is hiding. This makes the page instantly jump down to the anchor point, but I would like to make it a smooth scroll. Any ideas on how this can be accomplished?
