Unable to use editor to write new / edit posts. Javascript not working admin

  • I am unable to write new posts, or edit old ones.
    I can create a post title, but thats about it.
    The editor icons are missing too (Chrome only).
    I cannot drag widgets, so I am guessing JS is not working in the admin.

    What I have already tried.

    1. Reinstalled wordpress
    2. Disabled all plugins (and renamed plugins folder)
    3. Set to 2013 theme
    4. Double-checked file ownership and permissions.

    I also tried in IE as well as Chrome, and Chrome InPrivate browsing. Not a browser caching issue here. Javascript is enabled in all browsers, and I can edit other wordpress sites fine.

    define(‘CONCATENATE_SCRIPTS’, false );

    Works

    BUT WHY!!??

    Have many wordpress sites on this server too.
