Road Map

Where is the best place to find a road map for WordPress?
For example, 1.3 will have an imporved plugin API. Exactly what does that mean? Where can we get those types of details of what is coming.
I am working on several (ok too many) plugins for 1.2 and I don’t want to spend 3 weeks getting them running only to find out that in another week 1.3 will be out with fixes for all of the headaches I solved the hard way.
