Problem with file explorer

I am having an issues with the file explorer where it is very hit and miss as to if it will load correctly when I view the page it is used on. The issues are either that the main over all menu loads wheeling out and nothing can be changed or it load and once licked every further category loads with the wheel and has to be clicked to close before it can be opened correctly.
