Paypal subscription encryption generic error

Hello,

I’ve followed this thread and my button still is not working.

I have turned off my “enable button encryption” and do not have any additional security keys set in my paypal settings. I seem to be in my paypal sandbox account as I get this message?

I’m still receiving this message:
