conver post title to plain text

Hi,
i’m looking for a code or rule that can remove the anchor property of a post title from the general posts page but only for certain categories. For example if i had 2 post categories “finished” and “in_progress”, i’d like a conditional rule to say “if in_progress is displayed it should show as plain text” so that the only clickable titles are the ones assigned the “finished” categories.

Is this possible?
