is 2.2 download missing the folders??

Is it just me, or is the newest version of wordpress missing the folders? Meaning, when i download the 2.2 zip file, all the files come in one big directory..

and there are no subfolders. So how am I supposed to install this?

I keep getting fatal errors because i don’t have a wp-admin folder for the “wp-admin/install.php” file.
