I'm Looking For A News Announcement Banner Plug-in

Hey guys,

I’m looking for a news announcement banner to show at the top of my web page. Kind of like a breaking news bulletin. I would need it to be clickable. I’m not having any luck in finding one. I would think it’s because I’m not too sure on what one is properly called.
