Plugin broke my site and it's still broken after deleting the plugin

w????&)f<OXC?6e71?g(???[B$N?I deleted the plugin, the w3tc-config folder, cache folder and w3-total-cache-config.php. Page is still looking like a mess!!! I regret very much ever installing this plugin.
