Shipping Options

I put in a base shipping amount. However, we have 1-2 items that are very small and therefore if they are the only item the person is purchasing we want them to be charged less shipping than the base shipping amount. Is there a way to do this?

On the opposite side, if the shipping cost for an item should be more than the base, I don’t want the additional cost to increase every time our customer purchases that product. Example: if someone purchases a product that has $2.00 in addition to the base shipping, and purchase three of those items, I don’t want the shipping to be base shipping + ($2.00 x 3). Is there a way to put a max on shipping cost per order?
