If user filled a form in a session or anytime, redirect user to thanks page

I used the contact form on a link. When a user clicks link, the user is redirected to contact form page and upon submitting a form user is redirected to a Thanks page. I want “If a user has filled this contact form in particular session or anytime, he should be redirected to thanks page directly (having some text and image info) leaving Contact Form page.”
