Use FileZilla Client. It’s free.

Server must have to support changing folder permission.

Norton antivirus won’t allow me to download and install FileZilla….

Then you should talk to your Host.

You don’t have FTP Client, you don’t want to check folder permissions – so you have only way that you should contact your host to reset the “upload” folder to writable as 777.
