You mean themes.wordpress.net. The theme site is under new management and is currently in the process of updating and cleaning up, uploading will be back eventually. Here is a post on the themes viewer.

Room for one more? And here I thought I was the only one having trouble with this “Theme” business. I wanted to upload a 3-column theme and had no success. Guess I’ll have to stand in line, huh? Somebody please send me a note if I fall asleep at the wheel. And as a truck driver, I mean that figuratively, okay? Thanks!

In this last update, they talk about bringing uploading feature back soon. I think it’s great news.
