    That means you have agreed to the billing agreement for your PayPal Pro account. This is an error for your Particular PayPal account. So you can mention that error to the PayPal support team and they will be able to give you more details since they will be able to look at your PayPal Pro merchant account.

    Same problem here with my client. The API details have been checked twice and are correct.

    Now, how do we agree to the billing agreement in the PayPal Pro account?
