No user names listed in "To" box for sending mail

Hi, Just installed this plugin. Sounds like exactly what i need for my site, ability for admin to message any user, but user can only message admin.
however my first issue in getting this plugin working – when logged into my site as admin and selecting “post a message” the “To” field has no users to select from to send the message. naturally this causes the “your message must have a receiver” warning if i try to proceed.
my site has 2 “contributor” (non-admin) users created so i would expect for these usernames to be available in the “To” field for selection.
Any ideas how to resolve?
