    You can try to assign shipping class to them and add this class to Shipping Class Overrides.

    Yes, this helps. But, I wanted to use flat rate shipping, this is not possible at the moment?

    To emulate flat rate you can define only Handling Fee, with empty Shipping Rate.

    For some reason this is not working. Shipping rate is, but handling fee not.
    I have empty shipping rate when saving, after saving the field is 0.

    It’s ok. Both empty and zero shipping rate values means the same: no progressive rate applied.

    What options the shipping class is overriding?

    At the moment shipping classes are not working for me. I use only total basket weight and fixed prices for each step (min and max shipping price is the same).

    Shipping Class Overrides section intended to specify different Handling Fee and Shipping Rate for specific shipping class.

    I think they are not working b/c of min/max shipping price. Those options supposed to “clamp” resulting shipping cost. I.e. if you set them to the same value you get this value as a resulting cost, no matter what other options you have set.
