Setting up a 'trigger' for the counter

I am wondering if it is possible to set the timer to display after an item has been booked/purchased/added to cart/another function?
For example, if a customer places an item in their cart and then does checkout, i need the timer to then pop-up and indicate that they have 24hours to pay.
Any suggestions on this topic?
