Anyone know of a gallery like this?

Hey guys, I am wanting to have a gallery on my site which users can upload there own images, comment on them, rate on them, and share them via social network etc, can you please tell me the best ones for FREE and also the ones which cost money that can do exactly what I want. Thank you ??
