Adding Media from URL Not Working in WP 4.2.2

Hey guys i’m Working on a couple of project and i noticed all all of the WP installs Adding Media from Url is no longer an option is there something i’m doing wrong?

All sites have different themes on them and they all can’t access any features of inserting media only from Local Computer.

Been Looking for a solution for the last couple of days but have got no real answer back in this matter. (Maybe i missed it being announced or thread already on this board if i have i’m sorry)
