Online Ordering For Distributors (No Ecommerce) – Suggestions Please!

Have a client that wants to enable online order form submissions for a wide variety of products. They are a food distributor with 100s of products (maybe 1000s).

They don’t want to do ecommerce on this site. Instead, they want a way for their retailers to log in on a regular basis and submit bulk re-orders – which will simplify the processing for both their retailers and account managers.

I know there are ways to configure Gravity Forms and likely Contact Form 7 to make this happen. However, what I’d really like to do is find an “out of the box” plugin solution to handle this task for them, with an easy to use dashboard area so that they can self-manage.

Can anyone in the WP community help me narrow down a solution for this? Would really appreciate it.
