Where can I find the Link Description

I checked out the documentaion on the Add Link SubPanel here:

I found that this documentation says that a link
description may be visible on my page depending on
what theme I’m using. Both themes that come packaged
with WordPress 2.3 don’t show any descriptions on
the public page.
