Create a download link manually

I am trying to replace the e-commerce plugin I am using now with WooCommerce. I sell digital goods. Very often customers don’t get the download link, or sometimes I need to provide a DL link to the file months after the purchase.

Manually generating a DL link doesn’t seem possible. I can’t believe a plugin so famous and well supported doesn’t offer the (absolutely necessary) functionality to manually create an encrypted download link (i.e. with DL limits and DL expiry). Am I missing it?
