Separate invoice for order

Hi,
I’m developing a site for my company that will allow our retail customers to place work orders. I want to make it so that they can put items in a cart, configure their orders, and place these orders through our site. However, I want to have those orders managed through our sales department, estimates made, drawings made of the finalized work, and invoiced later.

Currently, WooCommerce won’t allow me to Checkout without charging the customer when they place the order. Is there a way to configure checkout so that the customer can place these work orders without being charged at the point of sale?
