Any way to use sticky list to manage users from end?

I want to make a basic user management tool using GF. The idea is to list all the users for a subsite and allow a subsite admin to select them to view, update, etc them just like your sticky list does.

Has anyone done this?

Is there code we could use from your logic to do it?
