Stock not reducing automatically

When I mark an order as processing then complete, the stock doesn’t update. If I then manually reduce line items, it will only work is the stock is managed at product level – even with variations with their own stock levels. The product level stock reduces but not the variation. If I set he product level to 0, the reduce line item stock function makes it -1.
