can't disable notice

that’s weird.
Did you already try to disable notices globally?
Appearance -> Customize -> Advanced options -> Front end placeholders and help blocks
uncheck
Display help notices on front-end for logged in users.

If you have that option disabled you’ll not see those kind of notices and help blocks.
