Show current page if has children on parent page

Is it possible to show the current page with link when on current page if it has children.
This page: https://64.87.23.168/~paumatr1/culture/customs-traditions/
shows the parent page, but the actual parent page
https://64.87.23.168/~paumatr1/culture/ does not show the parent page.I want to keep it consistent and show it even on the top level parent page?
